Tosca has a passion for “all things family!” Having spent more than three decades working with a variety of people in private family firms, education, nonprofit, and healthcare settings, she has become masterful at applying spiritual principles and biblical truths to everyday life situations. She has supported the vision of Valencia Christian Center since inception, and currently serves as Chair of the Geraldine Sheriff Scholarship Fund, in addition to serving along-side her husband in Couples Ministry.
In addition to her current roles, Tosca faithfully served as Director of Children and Student Ministries for five years. During her tenure the Children’s Ministry experienced unprecedented growth. Several highlights included the Red Carpet Re-launch Event that ushered in Super Kid Academy and the Red Carpet Correspondents, The Children’s Baptism & Family Celebration Event, the launch of the Basketball League in partnership w/CNBA and The Boys & Girls Club, the Basketball Championship Win & Awards Dinner Celebration, the Children’s Mass Choir, SCV Orchestra Outings, in addition to a host of treasured weekly memories. Through Student Ministries, VCC was able to mentor and guide dozens of college students to academic excellence, in addition to career prep and purposeful direction.

Tosca also shares a passion for Marketplace and Generational Ministry. She is a champion for philanthropic causes that build and support strong families. She has served on Pre-K thru 12th grade school boards as a Parent Engagement Specialist, Elected School-Site Council Board-Member, PTO Founder and President, University Scholarship Selection Committee Member, Chairman’s Round Table Member and Fundraising Chair for Initiatives supporting national faith-based nonprofits. She has also served as Chaplain, Recording Secretary, Foundation Chair, and Teen Advisor for national organizations that promote strong parenting and youth leadership initiatives.
Tosca is scholar-practitioner committed to professional development. She holds graduate and undergraduate degrees in Nonprofit Management & Leadership (MNML) and General Management (BSM). She graduated as a President’s Scholar and holds the designation of Graduate w/ Distinction. Currently, Tosca is completing a Doctorate in Education (Ed.D), from Grand Canyon University, School of Doctoral Studies, in Organizational Leadership and Development w/ an additional emphasis in Health Care Administration.
Described by friends and family as a renaissance woman, avid volunteer, and trailblazing wife and mom, Tosca is a native of Southern California, enjoying life with hubby, Pastor Jay Stepter, for nearly 19 years, the most AMAZING children, and a LARGE and LIVELY village of extended family and wonderful friends!
